You need a site with good content which interest viewers. Creating good content and be wise about what you write will attract traffic and give you revenue. If your site does not interest your viewers you wont get much traffic and clicks on your ads. Google is pretty picky about site which they post there ads on. So if you just want to make a blank site with barley any content and just a page full of ads google will not allow it.
